Japan is "the" dark horse of Asia.
BUT if you want your country to become the dark horse of the
WORLD, know - my fellow citizens - that it is now time for Japan to adopt foreign ideas and modify them. Modify them to fit our own needs and tastes. We must be SMART and extract what we need; take the necessary components for Japan's development.

Look around Asia. Western forces are coming in and imperialising other Asian nations. China is debilitating due to the opium trade and soon if Japan is not prepared for this, it will subdue to to foreign influences. Therefore, it is essential that we adopt western technology, constitution systems, and military to become even more POWERFUL than them.

As people say, you must know the enemy to win and in this way, we shall bypass the west and GAIN STRENGTH BY THE DAY.
